From the south, the area borders Dorothy Street, Court House Lane and the Welland River while from the north, the Area's boundaries are defined as Grove Street to Hellems Avenue and Young Street to King Street with an extension along King to Regent Street.

Description (Service) Promotes and improves the economic and aesthetic condition of the downtown area of Welland. Members of downtown businesses are automatically granted membership. 
A Business Improvement Area (BIA) is a geographic area in a municipality. A BIA board of management is an organization set up to provide / coordinate the beautification and business promotion within their area defined as their responsibility. 
A BIA allows local business people and property owners to join together and with the support of the municipality, to organize, finance and carry out physical improvement and promote economic development in their district. The local municipality is the body that is responsible for approving the budget of the BIA 
The Welland Downtown Business Improvement Area (WDBIA) is supported by a diverse and dedicated team of volunteers who work in the WDBIA boundaries. The WDBIA is committed to pursuing the following initiatives and objectives: 
* To promote and market the WDBIA area as a destination to shop, dine, work and visit, 
* To create pride in the community with safe, well-maintained, and friendly streets, and 
* To enhance the quality of life through a sense of belonging.
