Description (Service) COVID-19: City of Thorold Updates 
 
Local government office administering the following services: 
 
City Council: The mayor and councillors make up the executive arm of the Corporation responsible for policy setting (including budgets), strategic planning and political leadership. 
 
Administration Department: The Chief Administrative Officer oversees all city services, administrative functions and economic development. 
 
Clerks Department: Responsible for issuing lottery, marriage, business, and dog licenses. Maintains registration of vital statistics, transit/paratransit applications, and Council Secretariat Services. Responsible for the management of city records, Municipal Freedom of Information and Protection of Privacy requests and municipal elections.  
 
Finance Department: Responsible for collection of taxes, water billing, accounts receivable/payable and budget preparation.  
 
Arenas, Pools and Recreation Facilities: Responsible for maintenance and operation of arenas and swimming pools. 
 
Cemetery Department: Operates and cares for 11 cemeteries throughout the community. 
 
Parks and Recreation: is responsible for development and maintenance of park and playground facilities. 
 
Public Works: Responsible for street lighting, road improvements and maintenance, water and sewers. 
 
Planning and Development Services: Responsible for administration of Official Plan, Zoning By-Law regulations and amendments, site plans and agreements. 
 
Engineering Department: Responsible for all capital infrastructure projects.  
 
Building and By-Law Department: Responsible for the regulation and enforcement of the Ontario Building Code, all city by-laws, and crossing guards. 
 
Fire and Emergency Services: Responsible for fire and emergency calls, fire prevention and emergency planning.
