DescriptionResponsible for the operation of City parks, flower beds, trails, Victoria Lawn Cemetery, community centres, senior citizens' centres, pools, arenas, cultural services, and a variety of recreation services such as creative arts programs, sport and fitness classes, human interest courses and swimming programs. This includes classes for parents and children to interact together and with others. 
 
Also included is Lakeside Beach/Park, Carousel, and Harbour as well as Municipal and Jones Beaches. 
 
Requests for trees planted on the boulevard can be made to this office. New sub-divisions currently under construction, are automatically included in this service. 
 
Report all graffiti found on City-owned facilities by calling the Graffiti Hotline at 905-688-5601 ext 3115 or email rcsgraffiti@stcatharines.ca. Incidents will be cataloged and prioritized, and graffiti removed. 
 
Offering a FLOWER POT PROGRAM to make businesses more attractive. Professionally designed and planted, flower pots are available for rent by contacting 905-937-7210. 
 
Annual TREE OF LITTLE ANGELS, containing names and ages of children who may not have gifts at Christmas, is available each Christmas season. For more information call 905-688-5601 ext 1563. 
 
Low-income families may be eligible for reduced rates at city-run recreation programmes, such as swimming and golf lessons. For more information call Ext 1915 905-688-5601.  
 
Some of the courses for parents and children include: assorted Dance Classes for all different ages, Sports Classes, Pottery, Karate or Archery Classes, as well as Swim Classes including Aquafit and Therapeutic Aquatics. Smart Serve courses are sometimes offered. 
 
Recreation and Community Services now has a second location in the south end of town which is open 7 days a week, 8:30am - 8:30pm (closed holidays). From June 1-Sept 2, hours are Mon-Thu 8:30am - 8:30pm and Fri-Sun 8:30am - 4:30pm. Registrations, park permits, arenas, senior centre and community centre bookings can now be processed at the Seymour-Hannah Sports and Entertainment Centre, 240 St Paul Street West. Leash-free dog park for small and large dogs at Burgoyne Woods. The park is near the picnic pavilion. Parking is available and is adjacent the swimming pool. The park is open from dawn to dusk, daily. All dogs with up-to-date rabies shots and licence tags are welcome. Owners must leash dogs while entering and exiting the park. 
 
Community Gardens provide gardening space, and all necessary items, while sharing knowledge and expertise, to ensure that participants learn about gardening in order to grow and harvest their own produce. Targeted to residents of Niagara Housing and those without gardening space. Plots are located at Torosian Park on Ventura Drive.
