MAYOR AND COUNCIL represents the public * develops policies and programs * provides accountability and maintains finances CITY MANAGER'S OFFICE administers the City's business affairs * implements policies and programs * provides reports and information to Council for decision-making HUMAN RESOURCES DEPARTMENT recruitment * employee negotiations * training and development * wage, salary, and benefits administration ECONOMIC DEVELOPMENT recruits new businesses and industries to Welland * builds working relationships with local business and industry * provides information and assistance to the business community FIRE AND EMERGENCY SERVICES emergency response for fires, vehicle collisions and other emergencies * education for fire safety and prevention * enforcement and development of fire safety codes CORPORATE SERVICES Finance Division: City budgets * property taxes * water and sewer utility accounts * property tax registration and sale * accounts payable and receivable * financial reports City Clerk’s Division: prepares Council and General Committee agendas and minutes * official record keeper for By-laws, Council decisions, minutes, assessment information, and corporate documents * marriage licenses * civil marriage ceremonies * birth certificate forms * death registrations * commissioner for oaths * lottery licensing * parking infraction inquiries * support for all agencies, boards, committees and commissions of the City, requests under the Municipal Freedom of Information and Protection of Privacy Act, and municipal elections * includes Legal Services which provides legislative support to Council Communications Division: public relations, media relations, promotion and marketing, website management Information Services: computer systems implementation and support INTEGRATED SERVICES Recreation and Culture Division: develops and promotes tourism (sites, events, festivals and sports) * produces the Community Wellness Guide * handles registrations for recreational programs, rental permits for meeting rooms, parks, pools and arenas, and volunteer involvement * together with the Welland Recreational Canal Corporation, develops the recreational waterway for the benefit of the community Planning Division: reviews Applications submitted under the Planning Act including Agreements and By-laws * mapping and property matters, Official Plan Amendments, Zoning By-law Amendments, Subdivision and Condominium Approvals, Condominium Conversion Approvals, Site Plan Approvals, Minor Variances, and providing customer service concerning City Planning requirements Building Division: reviews plans and conducts inspections for Building Permits, unsafe buildings and Property Standards complaints in accordance with the Ontario Building Code Act * Licensing for plumbers * administers the Sewage Water Alleviation Program (SWAP) and the Lead and Split (Water) Service Replacement Program (LASSR) * registration of vacant buildings * permits for Buildings, Structures, Plumbing and Septic Systems Transit Division: provides public transportation including Transit and Specialized Services (WellTrans), schedules, routes and fares, bus charters, and bus maintenance INFRASTRUCTURE SERVICES Engineering and Public Works Divisions: maintain and provide water, watermains, water meters, sewers, drainage, roads and sidewalks including winter plowing and sand/salt applications * design and oversee design approvals, provide long range planning * monitor construction for roads, watermains, sewers, utilities, new subdivisions and industrial/commercial and institutional developments * manage all municipal facilities including local government buildings, parks, pools and arenas Traffic and Parking Division: reviews roadways for safety and operational issues including traffic signals * review speeding, all-way stop requests, collisions, traffic and parking signage * By-law administration, City parking lot and on-street parking maintenance, street lighting, and parking enforcement * School Crossing Guard operations By-law Enforcement: operates on a complaint basis * enforces standards for private land owners, public health and safety, and nuisance control * junk/waste on private property, property use, tall weeds/grass, business licensing, exotic animals, swimming pools, fences, fireworks, heat in rented premises, noise, signs, and city boulevard use Provides dead animal removal for the municipality. |
