ApplicationLibrary cards are available free of charge to any resident or property owner of the City of Port Colborne. Two pieces of valid identification are required, one of which must contain the applicant's name and current address. 
 
Memberships are also free for non-residents who reside in the Southern Ontario Library Service Escarpment Service Area and who present two pieces of valid identification at time of registration. Four-month temporary memberships (at a cost of $10.00) are available to non-residents whose permanent address is outside the Escarpment area.
