| Description | Children's Services ensures access to a coordinated, diverse range of affordable quality services and supports for young children and families. EARLY YEARS SERVICES The Region, through the Public Health and Community Services Departments, in collaboration with the Province, manages the system of early years/resource centre services and supports and contracts directly with many community agencies. Early Years Centres provide universal services that are both child and parent/caregiver focused. Services are offered in recreation facilities, community centres, schools and churches. Provide a gateway for a common set of programs and services including education and training, literacy supports, and information to ensure children are prepared for school entry. CHILD CARE Over 160 licensed child care centres and nursery schools are available throughout the region, most of which provide financial subsidy through the Region. Child care supports and services maximize developmental growth opportunities for children and employment related support for parents. SUPPORT TO CHILDREN WITH SPECIAL NEEDS A range of support services through funded agencies are available throughout Niagara to assist in the successful integration of children with special needs. Resource Teachers and Early Childhood Educators provide additional assistance in service planning and intervention techniques to improve the physical, social, emotional and cognitive development of children, primarily enrolled in licensed child care settings. FINANCIAL SUBSIDY Families deemed eligible for financial assistance are able to access a range of services. Hours are flexible, dependent upon the services provided. Fees are confirmed on a sliding scale based on completion of an income test in accordance with families most current taxation information. For eligibility determination families may make application directly on line at www.niagararegion.ca or by contacting Children's Services intake line at 905-984-3750. Eligible Families are provided with a range of child care placement options where subsidy can be used to assist with their child care costs. When there are waiting lists a priority ranking scale is administered to determine placement for those most in need. DIRECT SERVICES Children's Services operates five child care centres in St. Catharines, Port Colborne, Fort Erie, Niagara Falls and Welland, as well as a region-wide Home Child Care Program. Pro-Kids (Providing Recreation/Cultural Activities for Kids) A community partnership of agencies that are working together to provide subsidized recreation/cultural opportunities for children and youth from 0-18 years of age for families; with an annual taxable income below $40,000, in receipt of social assistance or who reside in subsidized housing. |

| Application | Application for fee subsidy requires an assessment of financial eligibility by a Subsidy Eligibility Worker. Eligible families are provided with the range of locations where subsidy is available.
